This adds multiple reader and writer threads, configurabe via cmake
with IPCP_ETH_RD_THR and IPCP_ETH_WR_THR. Improves ethernet IPCP
throughput, which looks to be limited by the raw socket calls.

When the SHM is in single block mode, the MTU may be bigger than a
block. The eth IPCPs reserved buffers the size of MTU, which is now
limited.

This adds a data qos cube that is reliable. Reliable qos can be
selected by setting the loss parameter of the qosspec to 0.

This adds the option to wait for the directory (DHT) to enroll on
creating a new data transfer connection. This makes scripting network
bootstraps more stable. The default setting is OFF.

This adds a function that locks a thread to a random core. This
greatly improves performance on multi-cpu systems. There is no
portable way to do this, this only implements it for GNU/Linux.

This adds flow statistics for the data transfer (DT) component to the
RIB. The DT component will keep track of the traffic on each
flow. This feature can be enabled or disabled by setting the
IPCP_FLOW_STATS variable in the build system.

This changes the terminology to use layer instead of DIF and deprecate
the word "shim" for the IPCPs that attach to Ethernet LLC and UDP .The
terminology has not yet been changed in the variable names etc.
This reflects the design choices in Ouroboros to make IPCPs pure
resource allocators instead of also providing an "IPC service". The
Ouroboros IPCPs that attach to Ethernet and UDP implement the
allocator and are thus not really shims.

This refactors ouroboros to use "program" instead of "application
process" and "process" instead of "application process instance" to
align with current naming in current Operating Systems courses instead
of the ISO nomenclature adopted by RINA. This change permeates through
the entire implementation. Also contains some minor other refactors.

The HAVE_LIBGCRYPT variable was not defined for IPCPs, causing them to
call the gcrypt functions with the wrong values for the enum.

This revises the sdu_scheduler of the normal IPCP to create a
scheduler thread per QoS cube and let the kernel scheduler schedule
them based on a priority. Priorities can be set at build time in a
range of 0-100, which will be mapped onto a suitable priority for the
kernel scheduler. The current scheduler policy is fixed to SCHED_RR
since it is the most suitable scheduler defined by POSIX.

This fixes output when detecting DDNS tools and homogenizes output and
the APIs used to pass variables between the build system and the
sources. Fixes some minor issues and typos).

This revises the build system to have configuration per system
component. System settings can now be set using cmake.
The standard compliance defines were removed from configuration header
and are set in the sources where needed. Also some small code
refactors, such as moving the data for shims out of the ipcp structure
to the respective shims were performed.
